Payrolled Employments by Nationality

This report provides annual analysis of trends in payrolled employments in London, broken down by worker nationality and industry, based on HM Revenue and Customs Pay As You Earn (PAYE) and Migrant Worker Scan data. The latest release was in June 2026, covering the period from July 2014 to December 2025.

A blog post describing the findings is available for the 2024 update.

When using this analysis, please be aware of the following:

  • • Payrolled employment is a measure of jobs registered for PAYE, whether full-time or part-time. In this analysis, “employments” refers to the total number of payrolled employments held by London residents, not individual workers.

  • • Nationality is based on the status recorded by individuals when they first registered for a National Insurance number as adults.

  • • The three main nationality groups in this analysis are: UK, EU (the 27 European Union member states), and Rest of World (all other countries)

  • • These figures are not directly comparable with total jobs numbers estimated from other sources. Commuters into London and self-employed jobs are not included in this analysis.

  • • The analysis does not represent the full body of evidence on which Mayoral Policies are, or will be, based.
