Could someone explain the difference between the two data sets, as the figures appear to be identical?

The figures in the two datasets are indeed the same.  The difference is that one is an Excel file with projections separated by borough onto individual worksheets, the other is a comma-separated-value file with the projections for all wards in all boroughs grouped together.
